Understanding Swiss direct democracy

Volksinitiative

A popular initiative allows citizens to propose new constitutional amendments or laws. If enough signatures are collected (typically 100,000 within 18 months), the proposal is submitted to a nationwide vote.

Referendum

A referendum gives citizens the right to vote on laws already passed by parliament. If enough signatures are collected against a law, it can be rejected or accepted in a public vote.
